Constitution for the Order of the Arrow at Georgia Tech
Founded September 26, 2003

Article I - Name

Section A.
The Order of the Arrow is the national honor society of the Boy Scouts of America. To join, a scout or scout leader has to meet certain eligibility requirements and be elected by their home scout troop.
Section B.
This organization will be known as the Order of the Arrow at Georgia Tech. The Indian name of the Order of the Arrow at Georgia Tech will be Wisaweu Amoe, which is interpreted as Yellow Jacket.

Article II - Purpose

The purpose of the OA@GT is to:

Article III - Membership

Section A.
There will be three types of members in the OA@GT.
  1. Full members of the OA@GT will be Georgia Tech students who meet eligibility requirements for participation in extra-curricular activities as stated in the GT catalog and SGA policies. In addition, full members must be registered in a lodge as members of the Order of the Arrow. Full members may vote and hold office.
  2. Students who are members of the Boy Scouts of America but not the OA will be classified as associate student members. Associate student members may vote (except regarding constitutional amendments), but may not hold office. They must be eligible for participation in extra-curricular activities as defined by the GT handbook and SGA policies.
  3. Associate members may be GT faculty, staff, or alumni and their spouses who are interested in the organization. Associate members may not vote or hold office.
There is no maximum number of full members, associate student members, or associate members.
Section B.
Membership will take effect when an interested individual pays all dues and attends their first meeting. Membership is renewed annually with the paying of dues. If a member fails to pay their dues by the end of a calendar year, they will be removed from the roster.

Article IV - Officers

Section A.
  1. Chief: The chief will be the executive officer of the OA@GT. The chief will preside over meetings and events. He will represent the OA@GT at all Order of the Arrow conferences, meetings, and events.
  2. Vice Chief of Service: The VC Service will be in charge of planning and carrying out at least one OA@GT service project per semester. He will also perform the duties of the Chief if the Chief is not present.
  3. Vice Chief of Brotherhood: The VC Brotherhood will be in charge of recruiting new members and collecting dues from members. He will also perform the duties of the Chief if the Chief and VC Service are not present.
  4. Vice Chief of Cheerfulness: The VC Cheerfulness will be responsible for OA spirit at OA events and at GT events. He will also perform the duties of the Chief if the Chief and other Vice Chiefs are not present.
  5. Summer Chief: In the summer, this will be the sole officer of the OA@GT. He will perform the duties of Chief as necessary, and he will be in charge of our table at the FASET involvement fair, to recruit incoming freshmen.
Section B. Officer Elections
Elections will be held three times per year. At all elections, the election for Chief will be held first, then the elections for the other officers, following the order of succession. The current Chief will run the election, unless he is running for re-election, in which case the most senior officer (by order of succession) not running for Chief will run the election. Any candidate receiving more than 50% of the votes will be elected. If there is no majority winner, then a run-off will be held immediately between the two candidates receiving the most votes.
  1. Elections for the fall semester will be held by August 31. The newly elected officers will be sworn in and will take office at that meeting.
  2. Elections for the spring semester will be held by January 31. The newly elected officers will be sworn in and will take office at that meeting.
  3. Elections for the summer will only have one office, the Summer Chief. They will be held by April 15. The Summer Chief will take office the day after the last day of spring finals.
Section C. Officer Removal
At any meeting, a petition signed by at least half of the full and associate student members, requesting the removal of an officer, may be submitted to the executive committee. At the next meeting (which must occur from two to four weeks after that previous meeting), a hearing will be held at which any full member or associate student member may speak against or on behalf of the officer. The hearing will be presided over by the faculty advisor (if appropriate). A two-thirds vote of the full members and associate student members present, by secret ballot, is required to remove the officer. The officer will be removed from office immediately, and there will be a special election held at the next meeting, which must be within two weeks. If the Chief is removed, the VC Service will act as Chief until a new Chief is elected.

Article V - Advisor

Section A.
A full-time Georgia Tech faculty or staff member will serve as advisor to the OA@GT. Upon election of the fall officers, the new officers will have 4 weeks to decide amongst themselves, by simple majority vote, who they wish to be the advisor, and invite him/her to serve as advisor for that full academic year.
Section B.
The duties of the Advisor include: meeting with the officers, reviewing the yearly budget, signing all required paperwork and advising on issues of risk management, organization leadership, and Georgia Tech policy.
Section C.
The Advisor can be removed for not carrying out the duties and expectations as defined in this document. Any member can bring concerns to the officers. The officers will then meet with the Advisor to discuss these concerns. After this meeting, the officers will vote on whether to remove the Advisor. If there is a majority vote, then the Advisor will be removed as soon as a new Advisor has been found and approved by the officers.

Article VI - Dues

The officers will set the amount of OA@GT dues for the year at the beginning of the fall semester. Dues shall include the individual's lodge dues (lodge dues will be forwarded to the lodges by the OA@GT) plus an amount to be paid to OA@GT. All members pay the same dues. If dues are not paid within 4 weeks of the fall elections (or 4 weeks of their first meeting, if they are a new member), their voting privileges will be withheld until their dues have been paid. New members who have already paid their lodge dues for that year will only pay the extra OA@GT dues. The annual dues shall not be less than what is required by SGA.

Article VII - Parliamentary Procedure

Robert's Rules of Order will govern all meetings.

Article VIII - Constitutional Amendments

Section A.
Amendments to the Constitution may be suggested at any meeting for consideration. Discussion will be allowed at that meeting. Written notification of the proposed amendment to all members must be made by mail or email, at least two weeks before the next meeting. At the next meeting, the amendment will be discussed and/or amended (by a simple majority vote) before being voted on.
Section B.
A 2/3 vote of a quorum of full members, which is defined as 51% of full members, is required to approve a constitutional amendment. This is the only occasion in which associate student members do not have a vote.
Section C.
Amendments are subject to the approval by the Student Government Association and the Student Activities Committee.
